Social ads in recruiting: what a qualified application may cost

A qualified application may cost as much as your accepted cost per hire divided by the number of qualified applications you need for one hire. If you know these two values, you can compare social ads recruiting soberly with job boards and recruitment consultancies. This article shows the cost model with transparent assumptions and the rules you need to follow.

Why social ads reach candidates who are not searching

Job boards reach people who are actively searching right now. But many good skilled workers have a job, are reasonably satisfied and never open a job portal. Some would still be open to a move if the right offer reached them at the right moment.

These people are on social media. According to the Federal Statistical Office, around 59 percent of 16 to 74-year-olds in Germany actively used social media for private purposes in 2025. Among 25 to 34-year-olds it was 81 percent, among 35 to 44-year-olds 72 percent. A job ad in the feed therefore reaches exactly the age groups that most skilled workers come from.

The pressure on employers remains high. The 2025 skills shortage analysis by the Federal Employment Agency identifies 157 occupations as shortage occupations, especially in nursing and healthcare, construction and trades, and among chefs, professional drivers and childcare workers. According to calculations by KOFA at the German Economic Institute, around 369,500 vacancies for qualified workers could not be filled with suitable candidates in 2025. That is one in three of these vacancies. Although the gap shrank by 24.1 percent compared with 2024, in shortage occupations it is still rarely enough to place an ad and wait.

The process in four steps

  1. Define the target group. Describe the occupation, qualification, region and a realistic commuting distance. Because targeting for job ads is restricted (see below), the ad itself does a large part of the selection.
  2. Design the ad. State the occupation, location, working-time model and, ideally, a salary range in the first line. Real photos or short videos from your company are more credible than stock images. If people are to feel addressed, they need to recognise themselves in the image.
  3. Offer a short mobile application. Three to five questions, name and phone number, no mandatory CV. This can be a form directly on the platform or a lean landing page. Every additional mandatory field costs applications.
  4. Pre-qualify. Ask about hard criteria in the form, such as vocational qualification, driving licence class or earliest start date. Call applicants back quickly. A short phone call separates suitable from unsuitable applications better than any cover letter.

Cost model: cost per qualified application and per hire

The price per lead says little. A short application for €15 is expensive if only one in twenty is suitable. So calculate with two metrics:

  • Cost per qualified application = total campaign costs ÷ number of applications that meet your minimum criteria
  • Cost per hire = total campaign costs ÷ number of signed employment contracts

Total costs include the ad budget, creating the ads, external support and internal time for phone calls and interviews. The following table is an example calculation. All values are assumptions, not benchmarks. They may differ considerably in your occupation and region.

How much may a qualified application cost?

Turn the calculation around. First decide the maximum a hire may cost you. Divide this value by the number of qualified applications you typically need for one hire. If you accept €6,000 per hire and need twelve qualified applications for one contract, your upper limit is €500 per qualified application.

You derive the accepted cost per hire from your alternatives and from what an unfilled position costs: orders left undone, overtime in the team, cancelled projects. These costs are specific to each business, so you should put a rough figure on them yourself.

Comparison with a recruitment consultancy

According to a study by the Federal Association of German Management Consultants (BDU), the average fee charged by recruitment consultancies in 2022 was 27 percent of the target annual income. With an annual salary of €50,000, that corresponds to €13,500 for one placement.

The comparison is only fair if you take the service into account. A recruitment consultancy approaches candidates directly, handles pre-selection and interviews, and sometimes offers a replacement guarantee. For managers and very rare specialists, this is often the better route, because the target group is too small for advertising.

Social ads play to their strengths when you are filling several similar positions, when the target group in your region is large enough and when you can handle the pre-qualification yourself. Then the cost per hire falls with every further placement, because the ads and form are already in place.

AGG and platform rules

Under § 11 AGG (the German General Equal Treatment Act), a job must not be advertised in a discriminatory way. Protected characteristics include ethnic origin, gender, religion or belief, disability, age and sexual identity. The Federal Labour Court has treated the phrase "young dynamic team" as an indication of age discrimination. In the event of discrimination, rejected applicants can claim compensation under § 15 AGG of up to three months' salary if they would not have been hired even with a non-discriminatory selection. This also applies to the copy and imagery in social ads.

Meta has its own rules. Ads that promote a specific job, an internship, an apprenticeship or a job fair count as employment ads. If you use them to reach people in Germany and other European countries, you must select the special ad category "Employment" when creating the campaign, otherwise the ad may be rejected.

The consequences for targeting according to the Meta Help Centre:

  • Age is fixed at 18 to 65+, and all genders are included.
  • No targeting by postcode and no excluding of locations; cities and addresses get an extended radius.
  • Some demographic, behavioural and interest-based options are not available, and exclusions in detailed targeting are not possible.
  • Advantage+ lookalike audiences are not available.

  • Short application with a maximum of five questions, tested on mobile
  • Privacy notice for applicant data linked in the form
  • Call-back within one to two working days organised, with a person responsible and a stand-in
  • Weekly review: short applications, qualified applications, interviews, hires
